My return was mailed on April 19th. I efiled and I still haven't received it

First the refund was probably not actually mailed on the 19th since there was a holiday weekend it may not have actually posted until tuesday ... watch your mailbox for another few days....and double check your address on the return is correct AND that your name is on the mailbox so the postman will deliver it.
