My refund status says accepted but not approved it's been 3 week's

Turbotax is never informed about refund status or why there are delays. your only source of info  is the IRS 800-829-1040
First choose your language.
Then 2
Then 1
Then 3
Then 2
When asked for SSN do nothing it will ask twice
Then 2
Then 4

the lines are frequently busy so you may have to make multiple attempts.

@Aida315 - have you checked your transcript on the IRS website? may save the headache of a phone call.  

The IRS states on its website that all tax returns received through March, 2021 that were error free have been processed.  Therefore, there is a problem with yours'.

Federal tax accepted.

Need to find out why state is pending, two weeks not

The Department of Revenue’s ability to accept and queue 2022 individual income tax returns has been delayed from the usual start date of January 1 to no later than February 10, 2023 for the majority of state income tax filers.   See CO Department of Revenue

Even if you filed your federal and state returns at the same time, your state may not start processing the state return at the same time as the IRS.   See this Help Article.   (It is common)

I've always found the appoved and funds sent happen almost instantaneously. or it seems to me.

There are a few explanations for why there could be a delay.  There could be a refund offset or it could be due to the PATH Act.  For more information on this, please see the Help Article here for further assistance.
