By "bill on my account", do you mean a charge/debit on your bank account? Or did TurboTax email you a bill to go ahead and pay your product fees or else they would debit it? We won't know anything in this public user forum about your account, but did you choose to pay your TurboTax fees out of your Federal refund, and has your Federal refund been delayed at the IRS?
Are you still waiting on your Federal refund, and you received a bill for your fees, or your bank account was debited for the TurboTax fees? If so, here's a possible explanation. Is this what happened to you?
If you chose to pay your TurboTax fees out of your Federal refund, and if your Federal refund has been delayed unusually long at the IRS (or if it's been reduced), TurboTax will want to be paid. About 36 days after your expected refund date, they should have started sending you emailed bills to pay. If you didn't respond by either paying or asking for a deferment, they would ultimately debit your bank account. If you didn't get the emails, check other email accounts and also the spam/junk folders.
