You can right now if you want to on paper. Additionally, if you owe any state taxes on the original return and are able to pay the amount due, you might want to consider doing that to save some tax due notice headaches down the road. But if you are not able to pay, make sure and have the amended return in before 4/30. TurboTax will not have the amend option ready until mid to late March. Here is a link to information on amending your Iowa return on paper.
So...as of right now I owe about $2500....but I won't really owe since I did not deduct my state tax already paid....will I get penalized and charged interest if I will really have a refund of approx. $300? I have printed out the Iowa Amendement Paper Form and will be mailing it out tomorrow.
No you will not have a penalty or interest due. On the IA 1040X, it will ask for the amount paid with the original return and enter 0.00. For an explanation, indicate you did not include your Iowa withholding on original return. Mail it as soon as possible. Depending on when your IA 1040x is processed, you may get a notice from the Iowa Dept of Revenue. If you do and just respond with a copy of the IA 1040X with a quick note that you amended the original return and now have a refund.

Yes, you can just add the tax withheld. If your state tax paid was not a part of your original return, it may have affected your ability to itemize. While only 5% itemize, it is worth double checking.
