I saw on my turbo that I will receive my refund from state which is around $273. But state only sends me around $18 to my bank account.

Look on your state tax return that you filed to verify the amount of refund shown on your state tax return. If the amount you received from the state is different, then the state adjusted your refund for some reason. They should send you a notice within a couple of weeks explaining the reason for the change. If they don't, you will have to contact them directly to get an explanation.
