Stated where?   Is $394 the amount shown on your Federal Form 1040, Line 35a?  

What amount does the IRS say they approved and sent at the Where's My Refund tool?  Does it show $394?

You appear to be using Free Edition, at least that's what is shown underneath your question.   But if you used a paid edition and chose to pay any fees out of your Federal refund, then TurboTax fees would be subtracted.  If you indeed used Free Edition, then this would not apply.

 

If you're referring to a summary screen that TurboTax showed you, that is a "net" of both the Federal and state considered together.   Any state refund comes separately.

It was stated I'd get $394 back in Federal. I got $273.

And....if you actually used a paid version of the software, did you choose to pay your TurboTax fees by having them deducted from your federal refund?   If you made that choice, then in addition to the fees you have to pay to TurboTax, there is a "refund processing" fee that is charged by the third party bank.
