My Federal and New York refunds have been paid to me and I recieved a letter from Pennsylvania saying they need a W-2 form from my employer and a 1099 from each issuer.

It may be that they have not received the Forms from your employer or issuer. OR the forms they submitted do not match yours.

I would contact the PA Department of Revenue at the number on that letter and determine exactly why they need the forms and then submit them to them if necessary.
