Is it possible to file taxes with only a 1098-t if you did not work last year? If so, how is that done?

Yes. it is sometimes possible to claim the American Opportunity Tax Credit (AOTC) and get a refund.
Up to 40% ($1,000)
of the AOC is refundable, allowing taxpayers who do not have a tax liability
to claim the credit.
