Has the IRS actually sent your funds, or is your return still processing? Here are the things you need to check first. We may be able to comment further once your situation is known.
First, if you efiled, be sure your efiled return was accepted. If using Online TurboTax, you can check at the Tax Home page.
If that showed your efiled return was accepted, you can track your Federal refund at the IRS "Where's My Refund" tool. What message do you see there?
If you filed a paper return by mail, it can take up to 4 weeks just to show up in that tool.

ADDENDUM:
In addiition to the things to check above, if you chose the option to pay TurboTax fees out of your Federal refund, the funds will first go from the IRS to a third-party bank where the fees are subtracted. Most commonly that will be a company SBTPG and their bank (often Green Dot Bank). That comes into play once the IRS has officially released and sent the refund.
If you chose that option, once the IRS releases your funds you can use the SBTPG refund tracker tool. Use the "For Taxpayers' portal at::

This can vary, however, if your product fees are being taken out of a state refund. In that case, another possible bank that might be involved is Cross River Bank.
