I was mailed a Form 1040-ES/V today, I double checked my Form 1040 and found the Amount You Owe section blank. Does that mean I don't have to fill out the Form 1040-ES/V for this year?

It depends. It you are Self Employed, but your withholding on you or your spouse's W-2's covered your tax owed, you could be getting a refund, but the IRS wants you to pay Estimated Taxes.

Those are optional to use. They send them if you have self employment income. In case you want to send in any estimated payments for next year. Or maybe you owed a lot on your return last year? So they want you to send in some extra for next year so you don’t owe again.
Thank you for the reply! No I am not self employed. However I did owe taxes back in 2018 so I guess that prompted the IRS to send me the forms. So to my understanding this is optional?
Yes I did owe a bunch of taxes last 2018 which I already paid off. So the IRS is sending me the 1040-V as a preemptive measure?
Like I said they are optional to use. The IRS is being helpful in case you want to send in quarterly estimates for next year. Or need a voucher to send in a check for this year's tax due. You can throw them out or shred them.
