The first rep two weeks ago asked if I had gotten my letter, which I had not. She told me to wait another 2 weeks...still no letter and I live at the same address. So today I was told my letter wouldn't be sent out until 14 days after April 15th and there is nothing they can do about it. I had my identity stolen 4 years ago and every year there is something new the IRS puts me through but this by far is the worst.
Is there any way around waiting this long for one letter My cousin when to the same person and her letter came two days ago.

I would not necessarily believe anything the operator tells you, their accuracy rate is not good.
Also, if you are a past victim of identity theft, don't you get an IP-PIN each year? That is an identity protection PIN that is mailed to your home in December just before tax season. It changes every year and should smooth things out a lot. If you never filed a form 14039-T Identity Theft Affidavit with the IRS, you might want to do that now to get ready for next year.
The only thing I can suggest is to call the Taxpayer Advocate. https://www.irs.gov/advocate
