I received a check from the irs but my bank didn't want to clear is because the numbers. They suggested to send it to the department of treasury to have them clear it directly and deposit it in the bank.
My question is, how does that work?

We do not understand what you mean by "because the numbers..." Please explain. And...is this a bank with which you already have had an account---a checking or savings account?

I have never heard of a bank refusing to allow a bank customer to deposit a U.S. Treasury check. You have not answered the question asked---what is it about the "numbers" that is a problem? And who at the bank refused the deposit? Did you talk to the bank manager? Seems like there is some information missing from this story.
So you are ok? The bank deposited it? You just have to wait for the IRS or Treasury Dept to approve it. That is common. After you deposit a big check it usually takes the bank a couple days to to make the money available to you. It will show up in your bank account but you can't take it out until it clears.
Yes----I think you were just confused by what the bank told you about waiting for the check to clear. You do not have to do anything else except wait for the check to be completely cleared by the bank. You do not have to send it back to the IRS or ask the IRS to send it again. Give it about a week and it should be fine.
