I paid intuit $133 for federal and state refund but both teturns were rejected. In addition I paid my balances owed to federal and state ... I want my money back

What is the rejection code or rejection message?
If it was rejected for AGI—-your 2022 AGI might not be in the IRS system if you filed late. Try using zero instead.
If filing with zero is rejected then file again but select the option that you did not file last year. The IRS does not see that question and it will allow you to e-file with no AGI question.

If that does not work and you still cannot e-file, then print, sign, and mail your tax return.
But... the fee is the same whether you e-file it or mail it in an envelope. You were not charged an extra fee to e-file. Your fee was for using the software to prepare a return---and you prepared federal and state returns. TT will not refund you. But you can have a conversation with customer support about it if you want to.
No one in the user forum can resolve a billing issue. If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help. Do not use the word “refund.”
