How did they say? Did you speak to someone at the IRS, or are you referring to the Where's My Refund tool?
This is mainly a user community forum. What is it you need to know? If the IRS has received your return, they are the only ones that can tell you what is going on with your refund. What did they tell you was going on with your return? Are they still reviewing and processing your return, or did they send out your refund, but you didn't receive it?
Let's start at the beginning to figure out what all you are talking about.
Did you efile, or did you choose to print and mail the return? If you filed a paper return by mail, even in "normal times" it can take about 6 weeks to get a Federal refund. But with the Coronavirus emergency, however, paper returns are currently not being processed for the time being.
If you efiled, you should double-check to be sure the return was efiled successfully and accepted.
If you used Online TurboTax, you can sign into your Online Account and check the efile status at the Tax Home.
If that showed it was accepted, you can use the "Where's My Refund" tool at the IRS website below to monitor the status of your Federal refund. What does this tool say about your refund?

NOTE: When using that tool, use only the Federal refund amount, and not any total refund amount that includes a state refund.
The amount to use is on your Federal Form 1040, Line 21a.
If it's been longer than 21 days, and if the IRS tool says it is still being processed, here's how to reach the IRS, but it may not be easy. Part of it is luck. Due to the Coronavirus, some of the IRS call centers are closed, some are operating with reduced personnel, some are gradually opening back up. Some users have reported this week that they have finally reached someone. Here is the normal method to reach an IRS live agent when they are operating smoothly, but it may be difficult to reach them now.
IRS: 800-829-1040 (7AM-7 PM local time) Monday-Friday
When calling the IRS do not choose the first choice re: "Refund", or it will send you to an automated phone line.
