A non-refundable credit would be a credit that you do not qualify for if you have no income tax to absorb the credit. The following  are examples of non-refundable credits:

 - Adoption credit

 - Child Tax credit

 - Foreign tax credit

 - Mortgage interest tax credit

 - Lifetime Learning Credit

As an example, if your income tax was $1,000 and your child tax credit was $2,000, only $1,000 of the credit would be allowed, the other $1,000 would be non-refundable.

You would look on schedule 3 of form 1040 to see your nonrefundable credits.
