I will assume you efiled and that your Federal and state returns were both accepted, since you received the state refund.

It would be hard to make any assumptions.   It just means the state was faster than the Feds.   There's no way to know which refund will come first.   How long has it been for the Federal?   It usually is within 21 days unless extra processing is required.   A few are pulled at random for more review.
