If we haven't received our return yet is there a way to do an amendment without the system treating it like we owe the IRS money?

So we received a letter from the IRS about review and to wait 60days. That was over a while ago and I waited longer since they shut down.

I found the issue and was going to amend however turbotax is treating the amendment like we got our return, when we did not, so it is acting like we owe the IRS money instead of actually amending and getting our return.

Is there a way to solve this issue?

Do not amend until the original first return is fully processed and you get the first refund.
