Yes, if the Treasury Department is not showing any offsets, then there shouldn't be any offsets to your federal refund.  

Note:  The Treasury Dept only covers your federal refund.  So, depending on why you have a wage garnishment, you could still see a state offset (i.e. if you owe the state government or state agency).
