Yes. When direct deposit fails, IRS mails a check to the address on your return. Usually takes a few weeks, and you can follow progress of actions at 'Where's My Refund' on IRS.gov.

Did owed on my federal taxes last year and I believe that my state taxes went directly to help pay. I never received my state 2024 taxes refund.
