TurboTax does not receive copies of letters sent to you by the IRS, so no one at TurboTax knows about the cp49 letter that you received.
You used TurboTax for your 2020 return and received a refund. You do not mention preparing or filing a 2021 tax return. Now the IRS has seized your 2022 refund---apparently for tax you owed. When you used TT for your 2020 return--was there any income you forgot to enter? TurboTax does not and cannot check against outside sources to see if you have entered all of your income or whether you entered it correctly and completely. But your income is reported to the IRS by the outside sources such as employers, clients, financial institutions, Social Security, etc. If your income was reported incompletely or incorrectly, the IRS may discover the discrepancy and say you owe tax and interest on the unreported income.

TurboTax has a special phone number for help with IRS/state tax letters, which will be easier than going through regular Customer Support. At the page below, click on the blue button that says "Get Help from TurboTax Support". Then it will ask you what tax year is your letter. Then it will ask you what the letter concerns. Then it will show you the phone number during posted business hours.

If the IRS took your 2022 refund to pay a tax debt from a past year, you must have ignored or failed to respond to previous notices about the year that the debt is from. It's not TurboTax's fault that you did not respond to the earlier notices. If the IRS billed you for additional tax for 2020, and you felt that it was because of an error in the TurboTax calculations, you should have dealt with it when you got the first IRS notice about your 2020 tax return.
