If I inadvertently forgot to submit my income tax forms to the IRS before April 15th. submitted and it got accepted on July 16th. I owed $150. Will I get a penalty?

Paying the Turbo Tax fee doesn't have anything to do with when you file the return or pay the tax due. So proof of that won't do anything for you. When did you pay the $150? All you can do is wait and see if the IRS bills you for any interest and penalty.

your late payment penalty is calculated on the date you paid.
Your late filing penalty is calculated on the fact that you filed three months late.

@navoni1 if you do get a penalty notice, you can request by sending a letter with the notice requesting abatement of the penalties (see below for qualifications). Interest cannot be abated. so only pay the interest portion.
IRS’s First-time Penalty Abatement Relief (FTA): Can be used to abate both the FTF and FTP penalties for a taxpayer in good standing (filed all returns, paid all taxes or in an IRS agreement on the balances owed) with clean compliance history (no penalties in past three years prior to the penalty year).
