If I get an electronic transcript copy of last year's filed return from IRS, can the files be accessed by TT when I go to do my 2019 taxes?

What?  You mean if the IRS sends you a transcript of your previous year tax return, can you transfer the data from a transcript into a new tax return?  No, you cannot.  But you can use the necessary information contained on the transcript to enter manually in to the new return if needed. (like SSN's, addresses, etc.)
