The program is not updated yet. There are a lot of last minute changes to the tax laws. The first major update is expected tomorrow (Jan 7) although that might mean morning or evening, and the first update might not fix everything. Check back every few days. It will be in the program before e-filing is allowed.
The IRS is not opening e-filing until at least January 27. Even if turbotax opens e-filing earlier, those returns will only go into cold storage until the IRS opens. This is not a good year to be in a hurry."

As of January 8, 2021, the program is updated. IF you still cannot see it, please update your software (for desktop users) or log out of TurboTax, clear your browser cache & cookies and log back in to see the most up-to-date version of the software.
The questions are in the section Federal Review.
Once the information is entered you will see your refund increase or balance due decrease, and TurboTax will enter the amount of the credit on Line 30 of Form 1040 for you.
Please be advised that the IRS has sent a second round of payments out today, January 8, 2021. If you filed a 2019 tax return and received a refund via direct deposit, we encourage you to check with that bank today to see if you were included in this round.
