I suspect the state changed your income, so that you no longer qualified. Call them for an explanation, and then post back here.

I was supposed to get a refund of $650. for 2018. On the MA tax website it says "Your return was received on 16-Apr-2019 and has been processed. Your refund was applied to an outstanding balance due on your account." Then I got a letter, was asking for additional information to be sent to an online state account... pictures of my driver's license, mortgage statement, house value, etc, which had to posted by May 22, 2019. I sent all requested proof to special website before the deadline...then, no response until end of August , telling me I owed $475. to the state and to arrange for payments (which I did) online by September 9th. Then, got another notice to pay in full by October 15th. No explanations with any of these notices.
