I submitted federal and state on 2/13/21 and a week later neither have been accepted

The status for both is still Pending. In past years, they've been accepted in a day or two. So, I can see one or other being delayed by Covid related processing issues, but both being delayed is suspicious that maybe TurboTax did not transmit them correctly?

Your federal tax return that is in pending status means the IRS may just be taking longer to move it to either accepted or rejected.
