I seemed to have gotten my state refund back but it wasn’t for the number it said on here. On my bank statement it says Franchise tax bd.. is this my state? Please advise

yes for California , Franchise tax board is  "California State Tax administrator and issuer of the refund"

How come it was less than what was said I was getting back?

 there should be letter from  Franchise tax board to tell you reason but generally it is because (a) they disallowed  something OR (b) there was a claim by another agency against your claim.  You can always call the Franchise Tax board  and they will explain
