If your refund was intercepted due to delinquent debit, the IRS will send an explanatory letter. Please see What is a refund offset? for more information.

Are you supposed to receive both Federal and state refunds?   If so, which one did you receive?  They come separately.     Do not go by the total refund amount that TurboTax shows at the Tax Home which considers Federal and state together.  For a Federal refund go by what you see on your Form 1040, Line 21a.

 

Also, did you have any TurboTax fees that you chose to pay out of your Federal refund?   If so, be sure to consider those fees plus the additional service fee of $40 for that option ($45 for California filers) plus possible sales tax.

 

If the IRS lowered your refund for a calculation error, ineligible credit, debt offset, etc.,  they should send you a letter in about 3 weeks or so explaining why.    Normally you could phone them ahead of that and ask, but I suspect you will have an almost impossible time reaching someone there during the Coronavirus personnel shortage and everyone calling about stimulus checks, etc.

 

If you had an offset, there may be a clue at the IRS "Where's My Refund" tool.
