I received a notification stating, I could qualify for a child tax credit from the 2023 state tax return. I have never made an amendment and need help

You have not told us what state you are in.  We cannot see any of your information; TurboTax never knows about letters sent to you by the IRS or the state.   There is a federal child tax credit.   Depending on your state, there might be some sort of credit you could have gotten on your state return.  We need more details, and you need to take a closer look at the notification you received to see what it tells you to do.
