Are you sure you finished a 2019 return? A status of "printed" for the 2019 means it was not efiled in that account. Were you at some point going to file it by mail when it was finished? Or perhaps you also started a 2019 return in another account. Multiple accounts might also explain why you are not finding any evidence of the 2018 return. So the first thing I'd do is look to see if you have any other online accounts with evidence of the 2018 and 2019 returns.
You can have up to 5 accounts that use the same email address for notification purposes. A User ID may be an email address, but it doesn't have to be. It might be only part of an email address, or it can be anything at all.
To get a list of your User IDs, reset password, and recover account access, etc., you can use the tool at the link below. When using the Account Recovery tool, try using your phone number first if you can still access it. After that, if necessary, then run the tool on your email address(es) you can access.
NOTE: Before running the account recovery tool below, log out of all Intuit accounts including this user forum, or you might end up in a loop. Then clear your browser Internet cache, close your browser, then reopen it, and go to the link below. You may wish to copy this link so you can paste it into the new browser session.

If still no luck after running that on your phone number you can still access and email address(es) that you can access, here's another method:
Go back to the tool again, but this time leave the data field blank, scroll down a bit, then choose the small blue link that says "Try something else", and it will look you up by other parameters.
I have only one phone number and I checked all my Email accounts. It seems to me that I have only one account as only one of them had the Email records saying my orders for Turbotax were ready for tax year 2018, 2019, and 2022. So, it is unlikely that I used multiple account to login and filed my tax.
I called the Turbotax and I was told that the file I had downloaded is exactly the file they had on 2019. I must had left all information blank, except the deduction (column 9 and 11a), in 2020. There is NO exception. I argued that back to 2018, I used Turbotax e-file but there was NO record in the webpage. So, there must be some problem. But I could not show my Email record from the SAME account where I received the noticed from TurboTax that my efiles were accepted to agent to prove my argument or persuade him/her/it. Unfortunately, my call ended up nowhere.
What am I supposed to do then?
And you're sure you used Online TurboTax (web version) those years and not desktop software, correct? Any returns prepared in desktop software (CD/download) would not be in an Online account.
So for Online TurboTax, while a User ID can be an email address, it doesn't have to be the same email address that is used for notifications.
As a last-ditch effort, did you also test the "Try something else" method at the Account Recovery Tool that I mentioned in the very last paragraph of my answer above? It may or may not help, but can be tried for the sake of completeness. It looks you up by parameters such as SSN, DOB, etc.

Other than that, I don't have anything else to suggest. Maybe other users will also comment in the thread.
If the IRS wants a 2019 return, TurboTax no longer supports 2019 software, so it can't be activated and updated. Paper forms for tax year 2019 can be downloaded from the IRS website for manual entry, or one may be able to hire a local tax preparer that can prepare a 2019 return.
