And you're sure you used Online TurboTax (web version) those years and not desktop software, correct? Any returns prepared in desktop software (CD/download) would not be in an Online account.
So for Online TurboTax, while a User ID can be an email address, it doesn't have to be the same email address that is used for notifications.
As a last-ditch effort, did you also test the "Try something else" method at the Account Recovery Tool that I mentioned in the very last paragraph of my answer above? It may or may not help, but can be tried for the sake of completeness. It looks you up by parameters such as SSN, DOB, etc.
Before trying that, be sure to log out of all Intuit accounts including this user forum, or you might end up in a loop. Then clear your browser Internet cache, close your browser, then reopen it, and go to the link below, then scroll down to the "Try something else" link.

Other than that, I don't have anything else to suggest. Maybe other users will also comment in the thread.
If the IRS wants a 2019 return, TurboTax no longer supports 2019 software, so it can't be activated and updated. Paper forms for tax year 2019 can be downloaded from the IRS website for manual entry, or one may be able to hire a local tax preparer that can prepare a 2019 return.
