The IRS would not send you a letter concerning the filing of a state tax return, they only handle federal tax returns.
Check with MIssouri and see if you filed. The letter you received sounds like a scam.
The IRS would not contact you regarding a Missouri state tax return. The IRS is only concerned with your federal tax return. If there is a problem with a Missouri state return, you would hear from the state of Missouri. If the state is saying you did not pay your state tax due, check your own bank or credit card records---that will be your proof that you paid.
When you filed your returns, did you e-file both at the same time---federal and state?
Did you e-file? Did you click a big orange button that said “Transmit my returns now?”
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
First, check your e-file status to see if your 2022 return was accepted:

And.....if it actually turns out that you really did not file your 2022 state return, the only way to file it now is by mail. If you owe tax due, you will also owe a late filing penalty and interest. If you are getting a refund from the state, there is no penalty for missing the filing deadline.
