Don't bother filing the amendment for a $1 change ... the IRS will not expect or require it.
I owe less than 10$ to federal on each, 2019 & 2020 ambendment return.
I am planning to use Direct Debit option. Should I wait after filing 2020 ambendment return to receive the PIN then file 2019 ambendment return?

No. You will not receive any PIN and amended returns take 6-8 months to process.
I would skip mailing in any amendment or paying it if you owe less than $10 ... the IRS will automatically recalculate the return and never send a bill for such a small amount.
