I need to file FY2016, 2017, 2018 returns?

IRS tells me that they don't have records of my filing. Can I send these through Turbo tax??

Nope ... TT no longer supports those tax years  AND  they will need to be paper filed.

Either find a local tax pro  OR  get the forms/instructions from the feds/state and fill them manually.

@jonesdorothy08 why are you needing to file for those years?  do you think you filed or not, regardless of whether the IRS can find your tax returns?

Understand that if you are due a refund, there is a 3 year deadline to file a tax return to request a refund.  That deadline has come and gone for 2016, 2017 and 2018.   THe deadline to file a 2019 tax return to obtain a refund is July 15, 2023.

if you owe money, you still owe it and best to find a local professional to handle this.
