I'm receiving my return back on a "Turbo Visa"..does the IRS know my cards info to send my return to it?

That information is sent when you e-file. If you chose to have your TT fees deducted from your federal refund, the refund goes first to the third party bank, so the bank's numbers are on your return. The bank then sends the refund to your card after it takes out your fees.
