Ohio city tax can get messy sometimes.  Take a look at the form and instructions in the attached link for form IR-25 to see if any of the items taxable apply to you.  While you may have Columbus city taxes taken out of any W-2, you may have other items that have not been appropriately taxed.

Some cities, like Cincinnati & Toledo, do not require you to file if the exact amount is withheld. Columbus isn't one of em.

That's the law, you have to file a tax return even though you will owe nothing. You'll find it easier to fill out the city form by hand or on their web site than to try to do it in turbo tax.
