I don't think you're clicking on the right thing at the Print Center and so you ended up in a loop.  I'll give you the complete steps on how to properly pay, once I verify some things.

When you try to download/print your 2017 return, is access locked, and it asks you to pay?   And are the 2017 and 2018 returns in the SAME account?

Have you already filed the 2018 return, or is it still in preparation?

I'll give you all the steps on how to properly pay for your PLUS upgrade when you answer all those questions.

Be aware there's a free option if a tax return transcript would suit your purpose.  You may be able to immediately download a 2017 return transcript at the IRS website at the link below.  If you don't qualify to open a free IRS account there, you can order one to come by postal mail, which normally takes 5-10 calendar days.

I went ahead and left an answer below with the payment steps.  I suspect you are choosing the wrong tax year to print, which will result in a loop like you described and take you back to the Tax Home page.  It is not intuitive.  You have to choose "This Year's return" in order to be presented the payment screen since you are paying for the 2018 return.  See the full explanation below.

Since you said you are already in PLUS, I didn't include the steps on how to upgrade.  I'm assuming you are in PLUS and already know how to open the return up.   So I merely provided the correct payment steps.   Whatever you do, do not upgrade any farther, or you'll have problems.   See my full answer below.

Also, for this to work, the 2017 and 2018 returns MUST be in the SAME account.  So I'm assuming they are.

I think the reason you are in a loop is at the Print Center you are likely choosing to print the wrong tax year.   It sounds like you are choosing to print/save/view the prior year return, which would "seem" right, but is actually wrong.  That's the wrong choice and will only result in a loop like you are experiencing, and it takes you back to the Tax Home page.  Instead, you have to choose to Print/save/view THIS YEAR'S return in order to get the payment screen (see explanation below).

NOTE:  Before paying, make sure the 2017 and 2018 returns are in the same account.

Since you say you have already upgraded to PLUS, open the return again and in the left menu column click on TAX TOOLS, then choose to go back to the Print Center again.

  • At the Print Center you have to choose to "Print, save, view THIS YEAR's return."   (yes, you say "this year's" because you are paying for PLUS 2018 to unlock the prior returns.)  You don't really have to print it.
  • Then on the next screen choose to PAY NOW.  (for this unlocking purpose, you cannot use the "Pay Later" feature if it's offered.)
  • The next screen will be an Order Summary.  It should show PLUS for 19.99.
  • Next screen says "Pay with Credit Card", but it can also be a debit card or prepaid debit card.
NOTE:  Remember all PDF tax documents and data files are very sensitive files, since they contain your personal ID info, financial data, and possibly bank account numbers, etc.  Be sure to store them safely and securely to guard against computer theft, hacking, etc.
