I haven't got my refund but have 2 letters 60 days apart. The letters state it is taking longer than usual to process. How to speak to an actual human person on phone?

I was depending on this money for credit card debts and am a single mom. These past months have been so hard by my self financially

Call the IRS: 1-800-829-1040 hours 7 AM - 7 PM local time Monday-Friday
When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.
So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions."
- When it asks you to enter your SSN or EIN to access your account information, don't enter anything.
- After it asks twice, you will get another menu.

Press 2 for personal or individual tax questions.
Then press 3 for all other inquiries
It should then transfer you to an agent.

If you can't get good information/results when you talk to the IRS, you may be able to expedite things through the IRS Taxpayer Advocate Service.  That advocate service (which is free and provided by the IRS) is especially prone to help if you have a financial hardship as you indicate above, and if you have had continued delays from the IRS as you mention as well.  Stress both of those circumstances if you phone them.

If the Taxpayer Advocate can't/won't help you, ask them to transfer you to an IRS agent while you're on the phone.  A couple of users reported that at least for them, that was a backdoor route to the IRS.

At the following IRS page,  read the info on the page, then scroll down and choose your state from the dropdown list of states and click the Search button, and it will provide you the phone number of your Taxpayer Advocate Service

I am so sorry you are going through this.  The IRS is doing a lot of double checking on returns this year and taking a lot of time.  The best time to start calling is 7:00 AM in your time zone.  Good luck with getting this taken care of.  Let us know how it goes.
