The state of Florida does not have a personal income tax so there is not a personal tax return to file for Florida.
But if you have a business in Florida with assets or have rental property then you have to file a Tangible Property Tax Return (DR-405).
You do Not file an amended federal tax return.
To access your current year online tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/
When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.
This will take you back to the 2019 online tax return. Click on State on the left side of the program screen. Complete the state program section.
There is no way to efile a nonexistent FL state income tax return since there is no such thing ... if you need
to file a DR-405 with the county property appraiser by April 1 it must be printed and mailed.
