You don't get a Form 1065. Form 1065 is an income tax return filed by a partnership. The IRS gets the Form 1065 from the partnership.

Do you mean that you are a partner and you did not get a "Schedule K-1 (Form 1065)" from the partnership? You have to contact the partnership or the managing partner to get your Schedule K-1. There is no other way to get the information.
