I amended my 2023 return and want to amend my 2024 return based on the amended 2023 return. How do I import my amended 2023 tax return when amending by 2024 return?

SORRY, That is NOT possible. You have to start amending by using the original 2024 return. You will have to enter everything that changed by hand.
