How to report my stipend on my federal and state tax returns?

I got a stipend during the 2016 calendar year. The only thing for IRS purposes is a statement of payments form. I do not know how to report my stipend on my federal and state tax returns with the statement of payments form. I am in dire need of your help!

To enter miscellaneous income not reported on 1099-MISC (your stipend)

  1. Log into your account and continue (if not already there).
  2. In the Search box (top right-hand corner), type “miscellaneous income”.
  3. Click on the Magnifying Glass icon.
  4. Click on “Jump to miscellaneous income” link high-lighted in Blue.
  5. Click on No tab when asked “Did you get a 1099-MISC?”
  6. Scroll down to Less Common Income
  7. Click on Show more (if not already open)
  8. Click on Start (or Revisit) tab next to Miscellaneous Income, 1099-A, 1099-C
  9. Click on Start tab next to “Other Income not already reported on a Form W-2 or Form 1099
  10. Answer Yes on the Did you receive any other wages? Screen, Continue.
  11. Continue past Wages Earned as a Household Employee and Sick or Disability Pay
  12. Answer Yes on the Any Other Earned Income screen
  13. Choose Other on the Enter Source of Other Earned Income screen
  14. Enter your stipend information on the Any Other Earned Income screen (Description & Amount).

This will report your stipend on line 7 of your Form 1040, and you will not be subject to Self Employment Tax.

I tried this way but it substracts a lot of money out of my state and my federal refund.

Is it possible your stipend is not taxable? For example, if the stipend is for hotel or meals and you use that money to pay those expenses and do not deduct those expenses, then the stipend may not be taxable. Please provide more details about your employer and the type of stipend.
