Do you mean you need to pay tax due?
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

Your question is contradictory. You don't pay a federal refund you get paid a federal refund. So do you mean you owe a balance due on your return this year instead of getting the usual refund?
If so when you get to the file tab the options on how to pay the balance due will be presented to you. Based on your choice the payment instructions will be on the filing instructions page that prints out with the rest of your return so save a PDF of the return to read the instructions given.
