I have not encountered the issue you describe. You might check your 2023 return and see if you could have inadvertently entered a 2023 tax payment as intended for 2024 estimated taxes.
Visit or revisit Deductions & Credits, Estimates and Other Taxes Paid. Under that section, go over both Estimates and Other Taxes Paid. You can adjust estimates and other taxes paid for both Federal and State returns there.
If you made full payment before filing the return, enter the payment in the Federal section under Deductions and Credits, Additional Payments under Estimated Tax Payments. Once you have entered all of your payments in the Federal section, then revisit the Form 2210.
