You need to apply for the Loan Advance when you file your return. If you already filed your return you will not be able to apply for the loan Advance.

Right before you file, choose Refund Advance^† for your refund option.
How do I pre-qualify?

The estimated times funds will be available to use once the IRS accepts your return (estimated IRS open is
