The Protecting Americans from Tax Hikes Act (PATH Act) prevented the IRS from issuing early refunds on any tax return that claimed the Earned Income Tax Credit (EIC) and/or Additional Child Tax Credit (ACTC).
If you claimed the EIC or ACTC on your tax return, the IRS could not issue your refund before mid-February. The law requires the IRS to hold the entire refund — even the portion not associated with the EITC or ACTC.
