How do you know if your amended return was declined?

My amended return says online that it has been processed but i have not received nothing in my mail yet? Does that mean that the irs declined it?

Amended returns can take 6-9 months before you get your refund.

It was accepted for processing and the IRS site says it either is being processed or has been processed so now they will eventually send out the expected refund or a notice of explanation of any changes.  Check the IRS tool here to see where you are in the system.  https://www.irs.gov/filing/wheres-my-amended-return

So far, three months since

"You should have received your refund " Completed Message 

and nothing.
