How do we resolve an issue where TurboTax claims an amended federal return was accepted but the IRS website has no record of it? It's been 4 months.

It can take up to 20 weeks or longer before the IRS starts to process an amended tax return.

Check the status of the amended tax return on this IRS website - https://www.irs.gov/filing/wheres-my-amended-return

After three weeks, or much less, your e-Filed 1040-x should show received on IRS website.

If not, you should call IRS to find out why.
