I'm not required to file and I was told by the irs website to file anyway and try getting the recovery rebate credit. I'm confused, I keep looking around and cant find legit help.

You need to file 2020 income tax return to claim Recovery Rebate Credit even if you're not required to file.  You only need $1 to transmit your 2020 income tax return.
