How do I file taxes for 2013?

How do I file taxes for 2013?  I cannot find software on the website for that year.  I know I won't get a refund, but, I have a state level tax issue and it may help reduce my tax estimate if I file and then send it to them.

We no longer sell software for 2013 or earlier tax years. You can get the tax forms for 2013 or earlier tax years at this IRS web page Prior Year Products. You can get downloads for the forms you need and instructions for those forms on that site. 

Or you can call the IRS number 1-800-TAX-FORM (1-800-829-3676) and request the 2013 forms to file your 2013 return. Keep in mind, you will have to paper file the return since prior year returns cannot be e-filed. 

For state return forms, you can contact your state tax agency or visit their website. Most agencies have prior-year forms available online.
