To prepare a past year state return you need to purchase the TurboTax program for that year if you prepared your federal return using TurboTax online:

If you already have the Desktop version for the previous years (Deluxe & above) they include one free state program. Your free state is available after you update the software (Online menu, Check for Updates), then click on the State Taxes tab and you should see your state.
As an alternative, especially if your return is simple, you may wish to download the forms from your state Department of Revenue (DOR) and complete them manually. To contact your state DOR, go to this link: https://ttlc.intuit.com/questions/1901670-how-do-i-contact-my-state-department-of-revenue
You will have to mail in your state return, since e-filing is not available for previous year returns.
My federal tax return for 2017 was completed through Turbo tax. I now need to file a state tax return for 2017. I do not want to complete my federal return again and do not want to do a manual version for state. What are my options?
You can try preparing an amended return for your 2017 tax return. That will allow you to download your tax file and the TurboTax program for 2017 onto your computer. You can then prepare the state return, print it out and mail it.
If turbo tax prepared my 2017 state taxes but I never printed it out and mailed it. Can I still do that?
